Replicating the Harlem Children's Zone

As superintendent of Rochester Public Schools, Dr. Manny Rivera developed partnerships with his district and community to advance instruction, improve achievement, and build a surround care infrastructure to support the learning process. Replicating the Harlem Children’s Zone (HCZ) was at the heart of his plan.

At the recent Harlem Children’s Zone conference in New York City, Dr. Rivera shared his experiences on a panel moderated by the Efficacy Institute’s Jeff Howard. Dr. Rivera emphasized that schools will play a critical role in the success of President Obama’s Promise Neighborhood initiative which is based on the HCZ model. He highlighted the importance of leveraging the many resources already flowing into a community and that the efficient use of these resources is what ultimately drives educational outcomes.

Parent Engagement

Parents are key partners in their children’s education—teaching and learning begins in the home—yet too often, parent involvement remains an untapped resource.

As superintendent of Miami-Dade County Public Schools, Rudy Crew made it a priority to engage parents. He established The Parent Academy, a free, year-round, parent engagement and skill building program. TIME recently highlighted the nationally-acclaimed program which has served more than 120,000 parents in Miami through workshops, family learning events, informational sessions, and automated phone calls.

Dr. Crew initiated partnerships with the private sector, higher education, government entities, and a wide range of community-based organizations to launch The Parent Academy in 2005. These partnerships enhanced outreach to parents and provided a clearinghouse for integrating information on the many community resources and support systems available to families.

The Parent Academy model is now being replicated by school districts across the nation.

Global Citizens

Lately, we’ve been reading a lot about 21st century skills from those who see that idea as hollow and from those who see those skills as the ultimate preparation students must have. We feel plenty of heat in the words, but far less light. We urge staying focused on what really determines whether students succeed as learners and eventually as citizens and workers in a globally competitive society.

The real question is do we believe that children who score well on these standardized tests are ready for what they will face living and working in a rapidly evolving global community? We think not for at least two reasons. (more…)

Like any parent, parents of English language learners (ELL) want the best possible education for their children. Yet, they often face language and cultural barriers to becoming fully involved in their children’s education.

Global Partnership Schools focuses on the unique needs of ELL students and their parents. We understand that as the number of immigrant families & ELL students increases, educational leaders must take action to improve teaching and learning. Data shows that students who cannot read or write in English are more likely to drop out of school. The average 4-year graduation rate for ELL students in many states is less than 33 percent.

Back To School

Giving children what they need to succeed in school takes more than new backpacks and carefully orchestrated schedules. It takes parents, whether it’s a traditional family unit, a single parent, a grandparent, or a foster parent, parental involvement is critical for a successful school year.

Dr. Rudy Crew had much to say about Back-to-School and the benefits children gain when parents are active partners in the learning process during a recent interview with Metro Source News.

Dr. Crew said Back-to-School is an exciting time of year, yet can be tension-filled. He suggested parents, particularly for younger children, instill a joy of learning and a clear understanding that someone is in it with them.

Arts in Education

Education is about developing the whole child, and the arts must be part of the curriculum because they are at the crossroads of academic, social, and personal growth. As U.S. Education Secretary Arne Duncan highlighted in his recent letter to school and education community leaders, the arts are not extra, they are “a core academic subject and part of a complete education for all students. The Elementary and Secondary Education Act defines the arts as a core subject, and the arts play a significant role in children’s development and learning process…”

Global Partnership Schools recognizes the impact the arts have on student achievement, as well as the preparation of global citizens, and we support the rigorous, standards-based implementation of interdisciplinary arts and civics education in classrooms. We believe the arts open the minds of children and create an environment in which students find themselves as artists in a bigger world—where their own personality, their own capacity, their own learning ability is like a brush, and they can paint a new democracy if they really apply themselves to it.

Marketing Creates Value

Despite a 2001 Northwest Regional Educational Lab study which concluded “public relations is a function schools cannot afford to ignore,” marketing is often considered a dirty word. It’s viewed as frivolous and unnecessary, and many districts have no formal plan, letting perceptions, many times inaccurate, become reality. As Stephanie Simon highlighted in a recent Wall Street Journal article, declining student enrollment is often the result. Clearly, marketing is more than generating goodwill—it has a direct impact on revenue.

The Rochester City (NY) School District took a strategic approach to engage parents. The district profited from an established culture in which parents were treated as collaborative partners. As it related to the district’s after-school program, those efforts paid off. Between the first and second year of implementation, the number of students requesting services more than quadrupled. Marketing the program through personal contact with parents, education forums sponsored by parent organizations, and the Parent University increased the number of students who participated and extended the instructional day for those children who required additional time learning.

The Miami-Dade County (FL) Public Schools’ nationally recognized marketing office helped generate more than $22 million in grants and corporate sponsorships. Its outreach efforts included the acclaimed “It Takes” campaign.

During an economic downturn, many experts extol the virtue of increasing outreach efforts. Kellogg and Proctor & Gamble both benefited from aggressive marketing during the Great Depression and became leaders in their respective fields. When it comes to marketing, schools would do well to take a second look at the lessons business can teach them. Marketing can create real value for school districts as well.

Involvement - A Universal Language

When Sandra, a young single-mother, left Colombia in search of a better life for her and her ten-year-old daughter, Manuela, she knew her final destination would be America, the land of opportunity.

Of course, dreaming of America and living the American dream were two entirely different things. Sandra and Manuela did not speak a word of English. Still, Sandra was determined to make their new life work. She enrolled Manuela in ESL classes and struggled to make ends meet, working three jobs. The sacrifice was worth it if it meant providing for her daughter.

One day, Sandra received a call from Manuela’s guidance counselor at school. Manuela had boarded the wrong bus home. Confused and frantic, she begged the bus driver to take her back to school in between sobs and broken English. Sandra rushed to Manuela’s school. Pleading with the counselor in Spanish, she begged the woman to help her daughter. Somehow the counselor understood. Perhaps, it was because she was a mother and a mother’s devotion to her child easily translates into any language. She reassured Sandra and told her not to worry, that she would take care of Manuela. True to her word, the counselor introduced the young girl to new friends who helped her master English in record time. Today, Manuela is a happy, well-adjusted bilingual teen who speaks English with a perfect American accent and receives high grades. Sandra has also begun to speak English and wants to challenge herself by enrolling in ESL classes later this year. Manuela has even agreed to be her tutor.

Parents know their children better than anyone. By becoming more actively involved in your child’s education, regardless of language or cultural background, you are making a priceless contribution to his or her academic success and well-being.
